Is a wakeboard tower better for skiing?

Ditto, it does make getting up easier. But if you are talking about slalom skiing, it is not better. You want the rope lower so the wake won’t throw you off balance while performing you cuts. It its trick ski’s you are talking about, yes tower is better cause you will get more hang time off the wake using a tower.
It certainly makes it easier to get up on skis. Since the tower is higher, the higher angle pulls the skier/wakeboarder out of the water faster when you first start out. Also, since it’s higher, you get much more air when jumping the wake.
